The name of the club shall be Northern Counties Shih Tzu Club
The objective of the club shall be to promote and protect the breed and preserve if according to the Kennel Club Breed Standard and to render assistance to all breeders and owners of Shih Tzu in the Northern Counties.
The rules of the club shall not be altered except at an Annual General Meeting or Special General Meeting. Notice of which includes details of the proposal to alter the rules. Such alterations shall not be brought into force until the Kennel Club have been advised and has given approval for the alterations.
The venue for all functions and events of the club shall be varied throughout the Northern Counties.
The kennel Club is the final authority for interpreting the Rules and Regulations of the Society and in all cases relative to canine and Society matters.
Should the Society cease to exist for any reason the assets of the Society will be disposed of by decision of a Special General Meeting called for that purpose.
The Society shall not join any federation of Societies or Clubs.
The Club shall have an unlimited number of members. Membership to be by application and on approval by the Committee. New members must be proposed and seconded, in writing, by existing members and sent to the Hon Secretary. New members shall not have voting rights until twelve months after their election.
A copy of the club rules to be available to all members via the club website and a copy of the Rules sent to each new member.
If the conduct of any Member shall, in the opinion of the Committee, be injurious or likely to be injurious to the character or interests of the Society, the Committee of the Society may, at a meeting, the notice convening which includes as an object the consideration of the member, determine that a Special General Meeting of the Society shall be called for the purpose of passing a resolution.
Notice of the Special General Meeting shall be sent to the accused member giving particulars of the complaint and advising the place, date and hour of the meeting so that he/she may attend and offer an explanation. If at the meeting a resolution to expel is passed by two thirds majority of the members present and voting, his/her name shall forthwith be erased from the list of members of the society except he/she may within two calendar months from the date of the meeting appeal to the Kennel Club upon and subject to the conditions as The Kennel Club may impose.
The Society will make a list of members and addresses available for inspection if so requested by the members of the society or The Kennel Club.
Members will, when breeding dogs, adopt as a minimum standard the principles, requirements and recommendations as embodied in the Kennel Club’s Assured Breeder Scheme. It is strongly recommended that members who breed should apply to join the Scheme.
The Annual subscription for membership of the Club shall be such amounts as agreed by members at the AGM meeting and notified to the Kennel Club.
A person may be elected an Honorary Life Member of the Club at a General Meeting on recommendation of the Committee. An Honorary Life Member shall be a Member who has paid his/her subscriptions for ten years or more and has contributed outstanding service to the club. Notice of proposal to elect an honorary Life Member must appear on the Agenda of a General Meeting. Honorary Life Members shall have all rights and privileges of Membership but shall not be liable to pay subscriptions.
A bank account to be opened in the name of the Northern Counties Shih Tzu Club into which all revenue of the Club shall be paid and from which all withdrawals shall only be made on two signatures of the ex-officio officers. I.e. Chairman, Vice Chairman, Secretary, Treasurer. The two signatures on the withdrawals never to be from the same household.
The financial year of the society to run from 1st January to 31st December in each
Subscriptions to be paid before 31st January in the relevant year.
The Annual General Meeting shall be held in April of each year and not less than six weeks’ notice shall be given to members via the club website and by advertisement in Our Dogs or Dog World.
The business of the AGMis to receive the Chairman’s, Hon Secretary and Hon Treasurers reports: to approve the certified balance sheet and statement of accounts: to re-elect or elect Officers and members of the committee: to discuss any resolutions duly placed on the agenda of which twenty-one days’ prior notice has been given to the Hon Secretary (any resolutions must be proposed and seconded by fully paid up members of the club.
The agenda of the AGM shall be published in Our Dogs or Dog World prior to the date of the meeting. Copies of the balance sheet will be available at the meeting, together with copies of the previous AGM.
No business shall be transacted at the AGM unless notice appears in the Agenda, with the exception of routine matters or those of the option of the Chairman of the meeting are urgent.
Special General Meeting
A SGM may be called by 15 fully paid up members of the Society.
The Officers acknowledge that during the month of January each year Maintenance of Title will be forwarded to the Kennel Club by the Secretary for continuance of registration and that by 31st July each year, other returns, as stipulated in the Kennel Club Regulations For The Registration and Maintenance of Title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Authorities will be forwarded to the Kennel Club for any change of Secretary of the Society which may occur during the year.
Officers and Committee
The Committee to consist of Ten persons, with 5 to be elected to serve for 2 years on a rotation basis. The President to be elected annually. The Chairman and Treasurer to be elected for 2 years on a rotation with the Vice Chairman and Secretary for the other 2-year period. The Quorum for Committee meetings to be 7 persons. The Committee to have power to co-opt if a vacancy should arise.
Any person nominated to serve on the committee must have been a fully paid up member of the club for at least one year prior to the year of nomination. If nominated as an Officer of the Club, the nominee must have been a paid up member for at least two consecutive years prior to the year of nomination.
No person whilst an un-discharged bankrupt may serve on the committee of, or hold any other office or appointment with a Kennel Club Registered Society.
The Chairman to have the casting vote.
The Society Committee to hold a minimum of 2 meetings per year but may be summoned to meet as often as the Chairman and Hon Secretary consider necessary if there is sufficient or urgent business. Committee members to be given at least 14 days’ notice. The quorum for holding a committee meeting shall be at least 5, one of which must be the Hon Secretary.
Officers and Committee of NCSTC may exhibit, but not handle any dog at Club Championship Shows.
